The relocation sequence is not a to-do list, it is a dependency chain. Your residence visa produces your Emirates ID, your Emirates ID plus a registered tenancy contract unlocks utilities and a bank account, and your bank account plus Emirates ID unlocks the driving license file, school enrollment, and family sponsorship. Attempting these out of order is the single most common reason a move takes four months instead of two.

Days -45 to 0: What to Finish Before You Fly

This phase assumes you are arriving with a job offer in hand. Almost everything that goes wrong in month two was caused by a document that was not attested in month zero. Attestation cannot be done from inside the UAE for a certificate issued abroad, because the chain starts with the issuing authority in the country of origin and passes through that country’s foreign ministry and the UAE mission there.

Attest your certificates in the country that issued them

Degree certificates, marriage certificates, and children’s birth certificates all need the full legalization chain before they are usable here. The standard employment visa is applied for by the employer and is typically issued for two years in the private sector, according to the UAE Government portal’s residence visa guidance. The Green visa is a five-year self-sponsored alternative that requires either a first, second, or third occupational level classification with a salary of at least AED 15,000 a month, or, for freelancers, annual self-employment income of at least AED 360,000 over the previous two years. Shipping a container takes four to eight weeks from most origins, and customs clearance requires a resident consignee, which you will not be for the first month. Most new arrivals ship late and live out of suitcases for three to four weeks rather than pay storage at the Dubai end. Days 1 to 30: The 60-Day Residency Clock

Two separate 60-day periods apply to an employment move and they are routinely confused. The entry permit is valid for 60 days from issue, which is your deadline to enter the country. Days 20 to 50: Housing, in the Only Order That Works

Registering the tenancy contract is not optional paperwork. Lease registration is compulsory in every emirate specifically because utilities cannot be connected without it, as the UAE Government portal states in its guidance on leasing a property in the UAE. In Dubai the landlord registers the agreement with the Dubai Land Department through Ejari; in Abu Dhabi it goes into the Tawtheeq system; in Sharjah it is registered with Sharjah Municipality.

The sequence that avoids a two-week gap without electricity is: view and negotiate, sign the tenancy contract and hand over the checks, register Ejari, then activate the utility account against the Ejari certificate. Utilities and the housing fee that appears on the bill

Connecting electricity and water in Dubai requires a refundable security deposit of AED 2,000 for a flat or AED 4,000 for a villa, plus AED 155 in non-refundable charges on a standard small meter, made up of a AED 125 activation charge and AED 10 each for registration, knowledge, and innovation, according to DEWA’s move-in activation service page. Days 30 to 65: The Accounts That Need an Emirates ID First

This is the phase where the dependency chain pays off or punishes you. Every item below requires either the Emirates ID, the registered tenancy contract, or both.

The tax clock you started on day one

The UAE does not levy income tax on individuals, as the government portal states plainly on its taxation overview. Your home country may still consider you resident for its own tax year, and the day you arrived is day one of a count that matters in both directions. Under Cabinet Decision No. 85 of 2022, a natural person becomes a UAE tax resident after 183 days of physical presence in a 12-month period, or after 90 days if they hold a valid residence permit and either have a permanent home here or work here. What We Could Not Pin Down

Two things in this sequence resist a definitive published answer, and any guide that gives you a firm number for them is guessing. The first is government fee totals for the residency stage, because the split between what the employer pays and what you pay is contractual, and the amounts differ between the ICP channel and the GDRFA channel. The second is realistic processing time. Sixty days is the legal ceiling; three weeks is common; a flagged medical result or a mismatch between the offer letter and the digital contract can extend it without warning. Plan for the ceiling and be pleased when it takes half that.
