Working in a UAE school, public or private, requires an Educational Professions License from the Ministry of Education. You get it by passing two tests, one in pedagogy and one in your subject specialization, and the published fee schedule puts the whole thing at AED 300 for a first-time applicant: AED 250 for the test package and AED 50 to issue the license itself.
The licensing system covers far more people than the word “teacher” suggests. Lab instructors, librarians, assistant teachers, guidance counselors, special needs specialists, principals and vice principals all sit inside it. Secretaries, registrars and facilities coordinators sit outside it.

Who Needs an Educational Professions License
The Ministry of Education issues three separate licenses, and its Professional Licensing Department publishes the target groups explicitly.

Which school jobs do not need a UAE teaching license?
The Ministry publishes a “not targeted” list for school leadership roles that are administrative rather than educational: secretary, registrar, school business coordinator, administrative assistant and facilities coordinator. Everyone in a teaching, specialist or academic leadership role is inside the system.
The Qualification You Need Before the License
Licensing sits on top of an eligibility floor, not instead of it. To practice a teaching profession in the UAE you need a minimum of a bachelor’s degree or a four-year university degree or higher in the relevant field, and this applies to government and private schools alike.
The other standing conditions are a criminal clearance record, a UAE medical fitness report, the originals of your educational certificates, and attestation of those certificates where you graduated outside the UAE. Inside the licensing system itself, the qualification is proved by one of two things: a university qualification certificate attested by the Ministry of Education, or a Ministry of Education equivalency. The Two Tests
What tests do you have to pass for the UAE teacher license?
Two: a pedagogy test and a subject-matter specialization test. The published test list includes Pedagogy Cycle 2 and 3, subject tests in science, physics, biology, chemistry, mathematics for Cycle 2 and Cycle 3 separately, Arabic and English for Cycles 2 and 3, an Early Childhood specialization test for KG1 to Grade 2, and a Leadership Test for the school leadership license.
You get three attempts at each test. Where an applicant does not meet the exam criteria, the system offers training courses calibrated to the level shown in the exam, with the duration varying by candidate, and the test can be retaken once the courses are complete. After three failed attempts, the retake is only available after a six-month gap, which is intended to be filled with the training programs.
Booking is not open on demand. Candidates are invited to register in scheduled stages coordinated with schools, and tests are then booked by specialization and geographic location. If no test appears in your portal, the common causes are a profile that has not been submitted, a profile the principal has not yet approved, no test dates currently open for your subject, or a mismatch between the test available and the specialization recorded on your profile.
What It Costs
The fee table is set by a 2019 Cabinet decree and published by the Ministry. Fees applied from the 2019/2020 academic year onward, and roughly 5,783 educators who obtained licenses before that year were exempted.

A first-time applicant who passes both tests at the first attempt pays AED 300. Each individual retake adds AED 100. Those figures cover the license only, not the attestation and equivalency of your degree, which are separately priced and usually the larger bill.
The Transitional License: The Two-Year Bridge
Most educators already working in a UAE school encounter the transitional license before they encounter the full one. It is issued by the Professional Licensing Department to teachers, school professions staff and school leaders currently working in the field, and it entitles the holder to practice while they work through the tests.
How long is a UAE transitional teaching license valid?
Two years from the date of issue, and it cannot be extended or renewed. The holder must obtain the full approved license before the transitional one expires. The fee is AED 50, the service time is approximately 30 working days, and the requirements are an Emirates ID linked to your profile in the licensing system, an attested or equivalency-assessed certificate number, the tests booked once available, and the profile approved by your school principal.
The certificate requirement has a formatting trap worth knowing. Where your attestation number does not itself contain the year of attestation, you must prefix the year: an attestation number of 12345 attested in 2016 is entered as 201612345. Where the number already contains the year, it goes in as is.
If You Already Hold a Teaching License From Another Country
There is a separate recognition route. An internationally recognized license can be submitted for equivalency at AED 100, and the licensing guide treats a recognized international license as an alternative entry path alongside the transitional license. The supporting documents the system expects are the license itself, your university record, a security clearance, and the certificate equivalency or attestation number.
Recognition is not automatic and depends on the issuing body. Assume you will still need the Ministry of Education attestation or equivalency of the underlying degree, because that requirement runs in parallel rather than being replaced by the foreign license.
What the Application Actually Looks Like
The portal sequence catches people out more often than the tests do, because approval is routed through your school rather than handled by you alone.
- Create a file in the licensing system and complete every section of the profile.
- Link your Emirates ID. This uses a card reader application. The most common failure is an “EID already exists” error, which has to be reported to the Professional Licensing Department through its problems form rather than fixed in the profile.
- Attach the required documents: the license where you hold one, your university record, a security clearance, and the certificate equivalency or attestation number.
- Submit the profile. A yellow bar appears saying no further changes can be made. This means the profile has gone to the principal of the school named in your professional information section.
- Wait for principal approval. The principal receives an emailed link listing pending candidates and accepts, returns or rejects each one. Your profile status has to read “verified”, not just “submitted”.
- Book the tests. The booking page only activates after principal approval, and only shows tests matching the specialization recorded on your profile.
- Pay and receive the license. AED 250 for the test package, then AED 50 on issuance.
Two practical consequences follow. If you submitted your profile against the wrong school, or the school changed principal mid-process, the file stalls silently and has to be unstuck through the department’s problems form. And if your profile records a specialization that does not match the test you were expecting, no test will ever appear; the fix is the profile, not the booking page.
Which Authority Actually Hires You
The license is federal. The appointment is not. Which regulator approves your placement depends on the emirate and on whether the school is public or private.

Renewal, and What Happens Without a License
Renewal runs through an electronic portfolio rather than by resitting the tests. The published fee for assessing the professional achievement portfolio and renewing the license is AED 100. The Ministry’s public materials do not state a single validity period for the full professional license in the way they do for the two-year transitional license, so check the expiry recorded on your own license in the system rather than assuming a standard term.
On the consequences of not holding one, the Ministry’s position has been unambiguous since the scheme was announced: the educational profession license is a prerequisite for practitioners of the education profession in the UAE, and those who do not have it cannot practice the profession. In practice the pressure arrives through your school, because appointment approval by KHDA, ADEK, SPEA or the Ministry is where the requirement is enforced.
Private tutoring is a separate permission, not covered by this license. Four common causes: the profile has not been submitted, the principal has not approved it so the status is not yet “verified”, no test dates are currently open for your subject, or the test available does not match the specialization recorded on your profile. The last one is fixed by correcting the profile, not by waiting.
Do nursery and early years staff need the license?
The teacher license covers an early childhood classroom teacher role from KG1 to Grade 2 and there is a dedicated Early Childhood specialization test. Who do I contact if the licensing portal is stuck?
The Ministry of Education operates a toll-free line on 80051115, and the Professional Licensing Department publishes a dedicated problems form for portal issues such as a duplicate Emirates ID or a profile submitted to the wrong school.
