Meeting three of the four is not a partial qualification. Each condition is checked separately, and the most common refusals come from applicants who clear the salary bar comfortably and fail on classification or attestation.
The AED 30,000 Salary Test
Both federal and emirate-level pages state the threshold as a monthly salary of at least AED 30,000. Abu Dhabi’s Department of Economic Development lists a monthly salary of at least AED 30,000 alongside the MOHRE classification and degree conditions, and GDRFA Dubai lists the same figure.
What the official pages do not state is whether the figure is measured on basic pay or on total package. That silence is the single largest source of the confusion around this route.
Since early 2025, immigration practitioners have consistently reported that assessments are run on basic salary, with housing, transport and other allowances excluded. We could not verify that in any published federal or emirate source, and neither the GDRFA service card nor the Abu Dhabi eligibility page distinguishes the two.
Treat it as a planning assumption rather than a rule. If your basic pay is below AED 30,000 and only your gross package clears it, the application is exposed, and the practical fix is a restructured contract registered with MOHRE showing basic pay at or above the threshold before you apply.
MOHRE Occupational Level One or Two
The classification requirement is a genuine filter, not a formality. Level one covers managers and business executives, and level two covers professionals in sciences, engineering, health, education, business, management, information technology, law, sociology and culture, as the Abu Dhabi eligibility page sets out.
Your classification comes from the job title registered on your MOHRE work permit, not from what your business card or offer letter says. A well-paid role registered under a level three title will fail the test even at AED 40,000 a month, which is why the title on the permit is worth checking before anything else.
The Degree and Its Attestation
A bachelor’s degree or equivalent is the minimum, and a foreign qualification has to be attested to be accepted. GDRFA lists Ministry of Education attestation for foreign qualifications among the required documents.
Attestation is the slowest part of the whole application and the one most often started too late. The chain runs through the issuing country’s authorities and the UAE mission there before the UAE side, so build it into the timeline early using the MOFA attestation process for educational certificates.
The Contract and the Practicing License
You need a valid UAE employment contract in place at the time of application, which means this route closes the moment you resign without a replacement role. Where the profession is regulated, a valid practicing license is also required, which affects doctors, engineers, lawyers and teachers in particular.
The Evidence Pack
The document list below is drawn from the GDRFA Dubai service card and the Abu Dhabi eligibility page. Assemble all of it before starting, because a part-complete submission is what produces the long “in progress” periods people report.

The bank statement requirement is the one that catches people who were recently promoted. Six months of transfers at the new salary is the test, so a raise that took you over AED 30,000 last month does not yet qualify you.
Fees and Processing Time
GDRFA Dubai publishes the golden residence permit at AED 1,100, plus AED 500 for an application made from inside the country, AED 10 knowledge dirham, AED 10 innovation dirham and AED 20 delivery. A further AED 100 applies for each year where the residency period exceeds two years, and the service card states a processing time of 48 hours.

The 48-hour figure is the authority’s service-level target for processing a complete file, not the elapsed time from decision to Emirates ID in hand. Where the Application Actually Goes
Applications are submitted through the ICP golden residency channel or the UAEICP smart app federally, and through GDRFA channels including Amer centers for Dubai. Which one applies depends on the emirate that will hold your residence file rather than on where you work.

Why Salary-Route Applications Get Refused
Refusals on this route cluster into a small number of causes, and most are fixable rather than final.
- Job title classified below level two. The most common cause, and invisible to applicants who never check the registered permit title against the MOHRE classification.
- Basic pay below the threshold. Where the package clears AED 30,000 but basic pay does not, the file is exposed to the stricter reading described above.
- Bank statements that do not match the contract. Salary paid partly in cash, through a third party, or into an account outside the UAE breaks the six-month evidence trail.
- Unattested or non-equivalent degree. A qualification that was never attested, or one from an institution the Ministry of Education does not recognize as equivalent.
- Missing practicing license. In regulated professions, the license is a condition rather than supporting evidence.
- Security or record checks. Outstanding cases, absconding reports or prior immigration violations stop the file regardless of salary.

What “In Progress” Means and When to Chase
Applicants regularly report the status sitting at “in progress” for one to two weeks against a published 48-hour target. In most cases the file has been routed for a check that runs outside the automated flow, typically degree equivalency, classification verification or a security clearance.
Chasing before day 10 rarely changes anything, because the file is with a department that does not take applicant enquiries directly. What does help is confirming through the online visa status check that the application is registered rather than sitting unsubmitted, which is a surprisingly common cause of apparent silence.
Reapplying After a Rejection
There is no published cooling-off period for this route, so a corrected file can be resubmitted once the defect is fixed. The sequencing matters more than the waiting.
Fix the cause first and generate fresh evidence of it. If the problem was classification, the work permit title has to be amended and then a new period of payslips and statements accumulated against it; resubmitting the same pack with a cover letter does not change the outcome.

What the Salary Route Does and Does Not Give You
The permit is a 10-year renewable residence that does not require an employer sponsor, so your residence stops depending on the job that qualified you for it. You can sponsor family members, and the visa is not invalidated by changing employer.
It is not citizenship, and it is not immune to lapsing.
