You can change your visa status inside the UAE without a border run. In Dubai the step is called status amendment, and GDRFA Dubai charges AED 500 plus AED 10 Knowledge Dirham and AED 10 Innovation Dirham, with an AED 15 individual or AED 50 establishment fee on top, and gives an expected completion time of 48 hours. GDRFA sets two conditions: a new visa (entry permit) must already be issued, and the previous residence or entry permit must be cancelled. What Is In-Country Visa Status Change in the UAE?

Status change means the authority closes your current permit and activates your new one while you stay in the country. Without it, you would have to exit and re-enter on the new entry permit. GDRFA Dubai lists the service under Entry Permits as Status Amendment, available through the GDRFA website or app (UAE Pass login) and at Amer centers.

Status change is not a shortcut around the new visa itself. You still need an approved entry permit for the new purpose before anything can be amended. Once the status is amended, the clock on that entry permit governs you: ICP’s entry permit terms say a person entering to complete residence procedures must finish them within 60 days, or overstay fines apply.

Eligibility Requirements for Status Change Without Exit

General Eligibility Criteria

  • A new entry permit already issued. GDRFA’s first condition for status amendment is “having a new visa” (GDRFA).
  • The previous permit cancelled. GDRFA’s second condition is cancellation of the previous residence permit, and the application needs a copy of the cancelled entry or residence permit.
  • You are still legally in the country. Your visit visa, or your grace period after a residence cancellation, must not have run out. After that, ICP charges AED 50 per day once a visit visa’s permitted stay ends.
  • Passport valid for at least six months. ICP applies this to entry permits (ICP).
  • A sponsor with an active file. Employers need MOHRE approval where they fall under the Labor Relations Law, according to ICP’s entry permit terms.

Step-by-Step Process: Tourist/Visit Visa to Employment Visa

Step 1: Accept an Offer and Check Your Stay Deadline

Before you accept, check the permitted-stay end date of your visit visa in the GDRFA or ICP app. That date, not the job start date, is your real deadline. If there is not enough time left, ask about an extension of your visit visa before the employer starts the paperwork.

Step 2: Employer Obtains the Work Permit

Step 3: Entry Permit Issued

Once approved, an employment entry permit is issued electronically. ICP’s terms allow up to 60 days from entry to complete the residence procedures (ICP). Because you are already inside, the status amendment is what activates it.

Step 4: Status Amendment

Dubai: GDRFA website or app, or any Amer center. AED 500 + AED 20 in Dirham charges + AED 15 or AED 50 file fee. Expected completion 48 hours (GDRFA).

Other emirates: through ICP Smart Services or an ICP typing center. ICP does not publish a standalone “change status” fee on its service cards; the in-country charge appears at payment, so budget for a similar amount and confirm on screen.

Step 5: Medical Fitness Test

Everyone aged 18 and over applying for residence needs a medical fitness certificate from a government-approved center. Under Cabinet Resolution 7 of 2008, all applicants are tested for HIV, pulmonary tuberculosis, and leprosy, with hepatitis and syphilis tests added for certain occupations. The employer files the residence and Emirates ID application together; you attend biometrics if called. The residence permit is issued electronically and linked to your Emirates ID.

Changing From Dependent Visa to Employment Visa

A spouse or adult child on a family residence who gets a job can move to their own employment visa in-country. The order matters: the new employer secures the work permit and entry permit, the family residence is cancelled, and then the status is amended. Because GDRFA requires the previous permit to be cancelled first, there is always a short gap, and your grace period applies during it.

Common Issues With Dependent Conversions

  • Timing: ask the employer to have the entry permit ready before the family sponsor cancels. That keeps the gap to days rather than weeks.
  • Your children: if you sponsor children yourself, moving your own status can affect their files. Plan their renewal before you cancel.

When your old employer cancels your residence, ICP’s grace period clock starts. ICP now sets it by category (ICP):

Transfer Process Steps

  1. Resign and serve your notice period.
  2. Old employer cancels the MOHRE work permit, then the residence.
  3. New employer applies for the new work permit and entry permit.
  4. Status amendment with GDRFA Dubai or ICP.
  5. Medical test, Emirates ID, and residence issuance.

Working During Transition

Do not start work before the new work permit is issued. Article 60 of Federal Decree-Law 33 of 2021 sets a fine of at least AED 100,000 for employing a worker without a permit. The risk sits with the employer, but an unpermitted start also leaves you without labor-law protection if the relationship breaks down.

Who Pays

For employment visas, the status amendment is one of the recruitment costs. Article 6(4) of Federal Decree-Law 33 of 2021 bars employers from charging workers the fees and costs of recruitment and employment, so an employer who deducts the status change fee from your salary is on weak ground. The other costs (work permit, medical, Emirates ID, residence) are also the employer’s. Family sponsors pay their own dependents’ costs.

Medical Fitness Test Requirements

Cabinet Resolution 7 of 2008 sets the rules:

  • Everyone 18 and over: HIV, pulmonary tuberculosis, and leprosy.
  • Babysitters, domestic workers, nursery supervisors: add hepatitis B and syphilis.
  • Salon, barbershop, and health club workers, and health facility workers: add hepatitis B and C (health facility staff are excluded from the syphilis test).
  • Female domestic workers: pregnancy test.

Common Rejection Reasons and How to Avoid Them

  • Old permit not cancelled. GDRFA will not amend status until the previous permit is cancelled. Check the file status first.
  • Grace period or visit stay already expired. Fines must be settled first, at AED 50 per day.
  • Passport under six months. Renew it before the entry permit application.
  • Medical certificate older than three months. It no longer counts for residence.
  • Open absconding report or labor case. Clear it first; see our guide to absconding cases.
  • Employer restrictions. A company blocked by MOHRE (for example over Emiratization targets or violations) cannot get new work permits. Ask whether the permit has been approved before you resign.

Applying Through GDRFA Dubai vs ICP

The authority follows the emirate that issues the new visa, not where you live. Dubai-issued visas, including most Dubai free zones, go through GDRFA Dubai (Amer call center 800 5111). Visas issued in Abu Dhabi, Sharjah, Ajman, Ras Al Khaimah, Umm Al Quwain, and Fujairah go through ICP Smart Services (call center 600 522 222).
