A Dubai work visa or residence renewal can be refused at three separate points: the MOHRE work permit (mainland employers), the GDRFA entry permit and security approval, or the medical and residence stage. Neither the Entry and Residence Law nor its executive regulation requires the authority to give you a reason. Your next step depends on which stage failed, and a grievance to GDRFA is the only formal challenge route in Dubai.

Who Decides a Dubai Work Visa
A Dubai employment visa is not one decision. It is a chain of approvals, and a rejection at each link comes from a different authority with a different fix. Our step-by-step Dubai employment residence visa process shows the full sequence.
Under Article 40 of Cabinet Resolution No. 65 of 2022, a private-sector employee needs a MOHRE work permit before residence can be issued. Article 39 then says the ICA may grant a working residence permit “after the approval of the Competent Authorities”, which is where the security check sits. In Dubai, GDRFA administers these services on the ICA’s behalf.

GDRFA’s own job-contract visa service lists “the Ministry of Human Resources and Emiratization’s endorsement of the work permit” as its only condition for mainland employers. So if MOHRE has not endorsed the permit, GDRFA cannot issue the visa.
Free zone visas go through the same immigration check
A free zone employer does not deal with MOHRE, but its application still ends up at immigration. DMCC’s new employee residence visa guidelines describe the step as “application typing & issuance by Immigration”, with the entry permit uploaded back to the company’s service request.
This matters when a free zone tells you the visa was “rejected by immigration”. The free zone did not make that decision and usually cannot reverse it. What it can do is confirm whether the refusal happened at its own desk or at GDRFA.

The single most useful thing you can learn is the stage at which the file stopped. Ask the employer, PRO or free zone for the exact status and the application number before doing anything else.

Why the rejection message is so short
Applicants usually see a single word on the portal. We found no provision in Federal Decree-Law No. 29 of 2021 or its executive regulation that obliges the authority to state reasons for refusing a visa.
The law gives the authority wide discretion instead. Article 10 lets the ICA Chairman cancel any visa or residence permit “for reasons related to the public interest”, and Article 15 allows deportation on grounds of public interest, security, morals or health.
The Most Common Reasons a Dubai Work Visa Is Refused
1. Security approval
Security clearance is the stage people ask about most, and the one with the least published detail. No official source publishes a list of refused nationalities or the criteria used.
What is published is that some nationalities face extra document requirements at the permit stage. MOHRE’s work permit guidelines (Administrative Resolution No. 38 of 2022) require nationals of Pakistan, Afghanistan, Iraq and Iran to submit both sides of their national ID card. A missing ID copy is a fixable defect, not a security refusal, so check it first.
On UAE forums in August and September 2026, rejection threads were the fastest-rising visa topic. Several described people born or long resident in Dubai being refused. Long residence does not exempt anyone from the security check on a new permit.
2. Your own immigration and labor record
Old problems travel with your file. The ones that most often block a new Dubai visa are:
- A previous deportation. Article 76 of Cabinet Resolution No. 65 of 2022 says a deported foreigner “may not return to it except after obtaining the approval of the Chairman”. See deportation and being denied entry.

3. Medical fitness
Article 37 of the executive regulation makes good health and health insurance general conditions for any residence permit. A failed medical therefore stops the residence stage even after the entry permit was approved. 4. Data errors
A passport number, name spelling or date of birth that does not match the passport can produce a refusal that looks exactly like a security rejection. GDRFA’s job-contract visa requires only a photo and a passport valid for at least six months, so the data you do submit has to be exact.
5. Employer-side problems
A company whose file is suspended, whose license has lapsed, or which has used its visa allocation cannot get a new permit for anyone. The applicant sees a rejection, but nothing about the applicant caused it. Our guide to company visa quotas and administrative suspension covers this side.
When a Residence Renewal Is Rejected
A renewal is not automatic. GDRFA’s private-sector renewal service renews a residence permit “under the same terms as when it was first issued”, and requires a passport copy, a photo and a medical fitness result for anyone over 18.
That means every condition that applied at first issue applies again, including the security approval. A renewal can be refused even after years of clean residence, which is what several September 2026 forum threads described.

Before a renewal is resubmitted, clear anything that can be cleared: traffic fines, a lapsed health insurance policy, an expired passport, and any mismatch between your file and your current employer. Refused a Visit Visa After Your Residence Was Cancelled
This is the case that catches long-term residents off guard. You finish a job, the residence is cancelled, and a status change to a visit visa inside the country is refused.
The law allows the change in principle. Article 36 of Cabinet Resolution No. 65 of 2022 says an entry visa may be converted without leaving the State, and “the same provision shall apply to the Foreigner whose Residence has been cancelled”. The grace-period clock keeps running
A refused application does not pause your grace period. GDRFA’s private-sector residence page states a 60-day grace period after expiry or cancellation, while ICP now publishes tiered periods of 180, 90, 60 or 30 days depending on the residence category. Article 64 of the executive regulation caps any grace period at six months in total.

What to Do After a Dubai Visa Rejection
Step 1: Get the application number and the exact status
Ask the employer, PRO or free zone for the application number, the stage and the date of the decision. You can also track it yourself on the GDRFA portal or app; our visa status check guide shows how.
Step 2: Rule out the fixable causes
Compare every field against your passport, confirm the correct ID documents were attached, and confirm the employer’s license and quota are active. Most first rejections that are not security-related turn out to be one of these.
Step 3: Check your own record
Look for a travel ban, an absconding report, a labor ban, unpaid fines, or an old overstay. A police clearance certificate application can also surface an open case you did not know about.
Step 4: Ask GDRFA directly
GDRFA’s published complaint handling mechanism accepts complaints through its website, the smart app complaints link, the Amer toll-free number 8005111, the email [email protected], or in person at the main building. The Customer Voice Section routes each complaint to the responsible department and reports back with a deadline for your response.
Step 5: Escalate to a grievance if the answer is wrong
If you disagree with the response and it is not re-examined, the same procedure says GDRFA will tell you that you can raise the complaint “as a grievance to the Director General”. Attach any evidence that the flag is resolved or mistaken, such as a court acquittal, a case closure letter, or a withdrawn absconding report.
Step 6: Reapply only after the cause is fixed
GDRFA does not publish a mandatory waiting period after a refusal, and we found none in the law. What matters is whether the cause has changed. Resubmitting an unchanged file after a security refusal usually produces the same result and costs the fees again.
Money, Deadlines and What You Lose
Visa fees are generally not refunded after a refusal. DMCC, for example, states that the application fee is “non-refundable once the application is typed and submitted to Immigration”. Check your own free zone’s schedule of charges, and your employment contract, to see who bears the cost.

The second pattern is paying for a “security clearance service”. No private agent can clear a security flag. The only formal routes are fixing the underlying record with the authority that created it and the GDRFA grievance route above.
