Collection runs through Emirates Post rather than through ICP. You will receive a message from ICP once the card is available, and you then contact Emirates Post to arrange receipt. That is a separate handoff, and cards do sit uncollected at post offices, so treat the ICP message as a prompt to act rather than as confirmation that the card is on its way to you.

Being without an Emirates ID is not a fine-generating event in itself, but it is a functional problem.
