In every emirate, a private car needs a technical inspection (the “passing test”) before its yearly registration renewal once it is three years old. Abu Dhabi’s ADNOC centers charge AED 150 for a fresh test, AED 50 for the first retest, and nothing for the second. The federal fee to renew a private light vehicle’s registration is a further AED 350 on the Ministry of Interior’s service card.
This guide covers the emirates outside Dubai: Abu Dhabi, Sharjah, Ajman, Ras Al Khaimah, Umm Al Quwain and Fujairah. For each one it gives the testing operator, the fees that are actually published, the documents to bring and Sharjah’s app-based remote inspection. Dubai has its own appointment rules, which our step-by-step RTA Tasjeel inspection guide covers in full.
Key Takeaways
- Private light vehicles are exempt from the passing test for their first three years and must then pass it before every annual registration renewal.
- The official wording on when those three years start differs: MOI counts from the year of manufacture, while Sharjah Police counts from the date of first licensing.
- ADNOC Distribution publishes its prices (AED 150 test, AED 50 first retest, free second retest, AED 350 comprehensive test). Tasjeel does not publish a test price online.
- The federal renewal fee is AED 350 for a private light vehicle and AED 200 for a private motorcycle. Dubai adds AED 20 in local fees.
- A test certificate is valid for 30 days, and a failed vehicle must be retested within 30 days.
- Sharjah-plated private cars up to eight years old can be inspected remotely through the Rafid app if their last inspection was within 18 months.
- Driving with an expired registration costs AED 500 and 4 black points, plus 7 days’ impoundment if it expired more than three months earlier.
When Your Car Needs a Vehicle Passing Test
A private light vehicle needs a technical inspection before each annual registration renewal once it is three years old. Newer vehicles are exempt, and commercial and heavy vehicles are tested every year from the start. The Ministry of Interior lists “passing the technical inspection for used vehicles” as a condition of renewal in every emirate that uses its system.
The three-year exemption is worded differently by different authorities, and the difference matters for cars registered late in their model year. The table sets out the official wording side by side.
| Source | Official wording of the exemption | Clock starts at |
|---|---|---|
| Ministry of Interior (federal renewal service) | New vehicles are exempt for three years from the year of manufacture | Model year |
| UAE government portal (u.ae) | Inspection required except for vehicles produced in the last three years before registration | Production date |
| Ras Al Khaimah Police | New vehicle exempted for three years after manufacture date | Manufacture date |
| Sharjah Police | Three years from the date of its first license | First registration |
| Abu Dhabi Police | Vehicles used for less than three years are exempt from the technical check | Not specified |
In practice, a 2023-model car first registered in mid-2024 can lose its exemption during 2026 under the manufacture-date wording, roughly two years after purchase. If the renewal system asks for an inspection certificate earlier than you expected, this is usually why. Sharjah’s first-license wording gives a Sharjah-plated car the full three years from registration.
Other Situations That Trigger a Test
The annual renewal is the most common trigger, but not the only one. ENOC Tasjeel’s published rules list these further cases:
- A vehicle sold within its three-year exemption still needs an inspection on transfer of ownership.
- Commercial and heavy vehicles are tested every year, and company fleet vehicles are re-registered yearly after first registration.
- A vehicle repaired after an accident must be retested to confirm it is roadworthy.
- A vehicle being exported, with or without plates, must be tested first. This includes moves to another emirate where that emirate’s rules require an export certificate.
Vehicle Inspection by Emirate at a Glance
Registration is a federal system run through the Ministry of Interior, but the inspection itself is done by private operators approved by each emirate’s traffic authority. The table shows who registers and who tests in each emirate.
| Emirate | Registration authority | Main testing operators | What is different |
|---|---|---|---|
| Dubai | RTA | Tasjeel and other RTA-approved centers | Online appointment required at most centers. See our Dubai Tasjeel guide. |
| Abu Dhabi | Abu Dhabi Police (renewal also through TAMM) | ADNOC Vehicle Inspection Centers | The only operator with a published price list. Some centers run 24 hours. |
| Sharjah | Sharjah Police | Tasjeel (16 locations after the June 2025 expansion) | Remote inspection on the Rafid app for eligible cars. Tyres may be up to five years old. |
| Ajman | Ajman Police | FAST Center, Al Jarf, plus other police-approved centers | Drive-through testing: the owner stays in the car. |
| Ras Al Khaimah | RAK Police | Tasjeel RAK Auto Village and other approved centers | RAK Police publishes its own service guide with fees. |
| Fujairah | Fujairah Police via MOI channels | Tasjeel MBZ City Fujairah and Tasjeel TAS 685 Fujairah, plus other approved centers | Renewal runs on the MOI app and website. |
| Umm Al Quwain | Umm Al Quwain Police via MOI channels | Police-approved centers (no official list found online) | Confirm the nearest approved center with Umm Al Quwain Police before you go. |
Abu Dhabi: ADNOC Vehicle Inspection Centers
ADNOC Distribution says it runs more than 30 vehicle inspection centers across the UAE, including a few that open 24 hours, all authorized by the relevant authorities. Locations and opening hours are in the ADNOC Distribution app and its station finder, filtered for vehicle inspection.
Renewal itself goes through Abu Dhabi Police’s online services, the TAMM platform or a service center. Abu Dhabi Police describes the online check as confirming a valid insurance certificate, the technical check certificate and payment of unsettled fines before the renewal goes through. Our TAMM services guide covers the platform login and UAE Pass setup.
Sharjah: Tasjeel and Sharjah Police
Tasjeel’s testing centers are certified in Sharjah by Sharjah Police, in Dubai by the RTA and in Ras Al Khaimah by RAK Police. In June 2025 Tasjeel opened centers at Al Madam, Souq Al Haraj and Industrial Area 4 with Sharjah Police and Sharjah Asset Management, taking its Sharjah network to 16 locations and adding capacity for 40,000 tests a year.
Tasjeel’s store locator also lists centers in Khor Fakkan, Kalba and Al Dhaid. It filters by the service you need, which helps because not every branch offers every test.
Ajman: The FAST Drive-Through Center
Ajman Police opened the FAST Center for Vehicle Testing and Licensing Services in Al Jarf in 2021, with the Security Services Support Authority. It has three inspection lanes for light and medium vehicles and motorcycles, and the owner stays in the vehicle during the test.
Ajman Police’s website was unreachable when this guide was checked in October 2026, so no Ajman test fee is quoted here. Ask the center for the price before the test starts.
Ras Al Khaimah, Fujairah and Umm Al Quwain
RAK Police’s traffic services guide lists 13-month electronic insurance, a vehicle inspection and settlement of payable fees as the requirements for a vehicle license renewal. The same guide, a 2021 edition, prints AED 520 for a light vehicle, which does not match the current federal AED 350. Treat the amount the MOI app shows at checkout as the one that applies.
Fujairah and Umm Al Quwain owners renew through the MOI app, the MOI website or the traffic departments’ service centers. Tasjeel lists two Fujairah centers, but we found no official list of approved centers for Umm Al Quwain.
Sharjah’s Remote Inspection on the Rafid App
Since 8 January 2025, Sharjah Police and Rafid let eligible owners inspect their car remotely by uploading photos in the Rafid app. The car must be a private vehicle on Sharjah plates, no more than eight years old, and inspected within the last 18 months. Company-owned vehicles cannot use it.
In the app you tap “Remote Inspection” and photograph the vehicle as instructed, to show it has no accident damage. Gulf News reported that the service also covers mobile homes (trailers) and vehicles registered for export.
No fee for the remote inspection had been published when we checked in October 2026, so confirm the price in the app before you start. A car outside these limits, for example a nine-year-old car or one last tested two years ago, still has to go to a testing center.
What the Passing Test and Renewal Cost
You pay twice: once to the testing operator for the inspection and once to the government for the registration renewal. Only ADNOC publishes its test prices, and the federal renewal fees come from the MOI service card.
| Item | Fee (AED) | Source |
|---|---|---|
| ADNOC fresh test | 150 | ADNOC Distribution |
| ADNOC first retest | 50 | |
| ADNOC second retest | Free | |
| ADNOC comprehensive test (used-car check) | 350 | |
| Renewal: private light vehicle | 350 | MOI renewal service card |
| Renewal: private motorcycle | 200 | |
| Renewal: private trailer or semi-trailer | 120 | |
| Renewal: private vehicle over 3 to 12 tonnes | 400 | |
| Dubai local fees (Knowledge + Innovation) | 20 | |
| Card delivery (optional) | 15 |
A worked example: a four-year-old Abu Dhabi-plated sedan that passes first time costs AED 150 for the test plus AED 350 for the renewal, so AED 500 before insurance. If it fails once, the AED 50 retest takes the total to AED 550, and a second retest adds nothing. Insurance, unpaid fines and any repairs come on top. Our guide to the yearly cost of running a car puts those figures in context.
Tasjeel does not publish a test price on its website. Several comparison sites quote figures for its Sharjah centers, but none link to an official schedule, so we have left them out. The price is shown at the check-in booth before you pay.
Documents and Conditions Before You Book
The MOI renewal service sets four conditions: payment of all dues, 13 months’ insurance, passing the technical inspection for used vehicles, and the three-year exemption for new ones. Clear fines first, because the renewal will not go through while any are outstanding. Our Sharjah and Ajman traffic fines guide and Abu Dhabi fines guide show how to check and pay.
For the visit itself, Tasjeel asks individuals to bring the following:
- Your original Emirates ID and a color copy.
- A passport copy with a valid visa page, for residents.
- An electronic insurance policy. Tasjeel’s FAQ says at least six months’ validity, but the MOI renewal condition is 13 months, so buy a 13-month policy.
- An electronic mortgage or loan letter if the car is financed.
- For a company vehicle, a trade license copy and an original power of attorney if the owner is not present.
Insurance is the part that most often holds up a renewal. If you are switching insurer at renewal time, our comprehensive vs third-party insurance guide explains what each level covers.
What Actually Happens at the Testing Center
At a Tasjeel center the visit follows a set order, and Tasjeel publishes the sequence. Expect to stay in or near the car for the first half and in the reception hall for the second.
- Go to the check-in booth, choose the service and take a queue token. Your vehicle gets a data tag.
- Drive into the test bay and hand over the registration card. Inspectors check the vehicle while you wait at the bay or nearby.
- Walk to the information counter, where staff check that you have the documents for the service you chose.
- Wait in the main reception hall until your token number shows on the screen.
- At the registration counter, collect the test certificate, pay, and take the receipt. If you are renewing at the center, the renewal is done in the same visit.
- If you ordered new plates, go to the plate area with the receipt for fitting.
At Ajman’s FAST Center the inspection is drive-through and you do not leave the car. With the Rafid app in Sharjah the inspection step happens on your phone, and you finish the renewal in the MOI app.
If Your Vehicle Fails the Inspection
A vehicle that fails must be retested within 30 days of the failure, and a pass certificate is valid for 30 days from issue. If you do not finish the renewal within those 30 days, Tasjeel says the vehicle must be tested again. At ADNOC, the first retest costs AED 50 and the second is free.
Tyres are an easy failure to avoid. Tasjeel’s rule is that tyres must be three years old or newer to pass, or five years in Sharjah, judged by the manufacture date stamped on the sidewall. Check the four-digit week-and-year code before you book, because a failure for tyres alone means a second visit.
Driving on expired tyres is also a traffic offense. The federal fines schedule sets it at AED 500, 4 black points and 7 days’ impoundment.
Testing in One Emirate, Registered in Another
Each traffic authority approves its own centers, so check that a center is approved for your plate’s emirate before you book. The RTA does not accept “universal” inspection tests for private vehicles; the test must come from an RTA-certified center. Commercial vehicles must be tested in the emirate where they were first registered.
Tasjeel centers in Dubai, Sharjah and RAK hold separate certifications from the RTA, Sharjah Police and RAK Police. A branch near your office in another emirate may therefore test your car but not register it. If you are moving permanently, our guide to moving between emirates covers which records move with you and which have to be rebuilt.
Penalties for Skipping the Test or Renewal
Without a passing test there is no renewal, and driving on an expired registration is a fineable offense in every emirate. Under the federal fines schedule (Ministerial Decision 178 of 2017), driving with an expired registration costs AED 500 and 4 black points, plus 7 days’ impoundment if the registration expired more than three months earlier.
The same schedule fines driving a vehicle that is unfit for driving or does not meet safety requirements AED 500, and not carrying the registration card AED 400. In Dubai, Tasjeel also warns that the RTA blocks the vehicle’s traffic file if the renewal is still outstanding three months after the due date.
Put the renewal date in your calendar along with your visa, Emirates ID and tenancy dates. Our UAE annual renewal calendar shows which renewals depend on which.
FAQ
How much is the vehicle passing test in Abu Dhabi?
At ADNOC Vehicle Inspection Centers a fresh test costs AED 150, the first retest AED 50 and the second retest is free. The optional comprehensive test, used mainly before buying a used car, costs AED 350. The federal renewal fee of AED 350 for a private car is paid separately.
Do new cars need a technical inspection in the UAE?
No, private light vehicles are exempt for their first three years. MOI counts the three years from the year of manufacture, while Sharjah Police counts from the date of first registration. Commercial and heavy vehicles are tested every year from the start, and a car sold within its exemption still needs a test on transfer.
Where can I do the passing test in Sharjah?
Tasjeel runs 16 testing locations in Sharjah after its June 2025 expansion, including Sharjah Auto Village, Al Madam, Souq Al Haraj and Industrial Area 4, plus centers in Khor Fakkan, Kalba and Al Dhaid. Eligible Sharjah-plated private cars can use the Rafid app’s remote inspection instead.
Can I renew my Sharjah car registration without visiting a testing center?
Yes, if the car qualifies for Rafid’s remote inspection: a private Sharjah-plated vehicle, no more than eight years old and last inspected within 18 months. You photograph the car in the app, then complete the renewal in the MOI app. Company vehicles and older cars must still go to a center.
How long is a vehicle inspection certificate valid?
Thirty days from the date of issue. If you do not complete the registration renewal or transfer within that time, the car has to be tested again and you pay the test fee again.
What happens if my car fails the passing test?
Fix the faults on the report and bring the car back within 30 days for a retest. At ADNOC the first retest is AED 50 and the second is free. Tyres older than three years (five in Sharjah) are a common reason for failing at Tasjeel.
Can I test my car in a different emirate from where it is registered?
Only at a center approved by your plate’s traffic authority. The RTA accepts only RTA-certified tests for Dubai cars, and commercial vehicles must be tested in the emirate of first registration. Ask the center whether it is certified for your emirate before you pay.
How much does it cost to renew car registration in the UAE?
The federal fee is AED 350 for a private light vehicle, AED 200 for a private motorcycle and AED 120 for a private trailer. Dubai adds AED 20 in local fees, and delivery of the card is AED 15. Add the inspection fee if the car is three years or older.
What is the fine for driving with an expired registration in the UAE?
AED 500 and 4 black points under the federal fines schedule. If the registration expired more than three months earlier, the car can also be impounded for 7 days.
What documents do I need for the vehicle inspection and renewal?
Your Emirates ID, an electronic insurance policy (13 months to meet the MOI renewal condition) and, for a financed car, the electronic mortgage letter. Residents should also carry a passport copy with the visa page. All fines must be paid before the renewal will go through.
