Moving from Dubai to Abu Dhabi, or to any other emirate, does not touch your immigration status. Your residence visa, Emirates ID, driving licence and labour contract are federal instruments and travel with you unchanged. Almost everything attached to your address does not: tenancy registration, the electricity and water account, the toll account, the parking system, the school regulator and the health insurance regulator are all emirate-scoped, and each has to be closed on one side and rebuilt on the other.

This guide separates the federal layer from the emirate layer, sets out the order to unwind and rebuild each account in, and covers the places where the split is not as clean as it looks. Dubai to Abu Dhabi is the default example because it is the most common move, but the same structure applies to any inter-emirate relocation.

What Travels With You and What Does Not

The dividing line is who issues the thing. Federal authorities, ICP, MOHRE, MOI and the Ministry of Health and Prevention, issue documents valid nationwide. Emirate authorities issue accounts and registrations valid only inside their own emirate.

Your Visa Does Not Change, but the Authority Behind It Might

A UAE residence visa is valid throughout the country. What is emirate-scoped is the immigration authority that administers it: GDRFA in Dubai, ICP everywhere else. Moving house does not move your file. Changing sponsor does.

The clearest published proof that this split is real sits in the Government’s own residence visa guidance. Describing the entry permit for residents who have been outside the UAE for more than six months, it states flatly that “this service is not for residents of Dubai.” A federal-sounding immigration service, administered by ICP, that explicitly excludes one emirate.

The practical consequence is narrow but worth knowing. If you move to Abu Dhabi and later change to an Abu Dhabi employer, your new residence file is opened with ICP rather than GDRFA, and the portals, apps and typing centers you deal with change accordingly. If you keep the same Dubai employer and simply commute, your file stays with GDRFA no matter where you sleep. The one immigration item you should update

Your address details on the ICP record are used for official correspondence and for proof-of-address checks by banks and schools. Updating them is a small service rather than a visa amendment, and it is separate from a name or data change, which we cover in the guide to changing your name on Emirates ID and residence visa.

Tenancy: Ejari Out, Tawtheeq In

Dubai registers tenancies through Ejari under the Dubai Land Department. Abu Dhabi registers them through Tawtheeq, run by ADREC and filed on TAMM. They are not interchangeable, and the Abu Dhabi system puts the filing obligation on the landlord rather than the tenant.

The step people miss is the notice, not the registration. Under Article 14 of Dubai Law No. 33 of 2008, “unless otherwise agreed by the parties to a Lease Contract, where either party wishes to amend any of its terms pursuant to Article (13) of this Law, that party must notify the other party of this intent no less than ninety (90) days before the date on which the Lease Contract expires.” If you plan to leave at the end of the term, the 90-day clock is the first date in the whole relocation, and it runs before you have even started looking in the new emirate.

On the Dubai side you then cancel Ejari, which is the trigger for closing the utilities account. On the Abu Dhabi side, Tawtheeq registration is the prerequisite for almost everything else, because the utility account, the internet connection and any proof of address all key off it. Utilities: Two Deposits, Two Refund Timelines

DEWA and ADDC are separate utilities with separate deposits, and the money does not transfer. You reclaim one deposit and pay another, so the switch has a real cash-flow cost even though the net position is roughly neutral.

Sequence matters here more than anywhere else in the move. The DEWA closure and refund is driven by the Ejari cancellation and a final meter reading, covered in our guide to DEWA move-in, move-out and deposit refunds. The ADDC account cannot be opened until the Tawtheeq is registered, as set out in ADDC account setup. Start the ADDC side before the DEWA side, or you will spend a weekend in an unpowered apartment waiting for a refund you cannot use yet.

The platform changes too. Dubai services run through DubaiNow and the individual authority apps; Abu Dhabi consolidates them on TAMM, which is the single sign-on for tenancy, utilities, vehicles, fines and health services. The Municipality Housing Fee Changes Rate and Mechanism

Dubai charges a municipality housing fee of 5 percent of annual rent, collected through the DEWA bill in monthly installments. Abu Dhabi’s municipal housing fee for expatriate tenants is levied at a different rate and through a different route.

This is a recurring cost, not a one-off, and on a family villa the difference between the two rates is meaningful over a year. Tolls: You Will Probably Need Both Accounts

Salik and Darb are separate systems with separate accounts, separate pricing models and separate enforcement. Anyone who moves to Abu Dhabi but still drives into Dubai runs both.

The pricing philosophies differ sharply. Salik moved to variable rates: Salik’s published table sets AED 6 at peak (6 am to 10 am and 4 pm to 8 pm, Monday to Saturday), AED 4 at low-peak (10 am to 4 pm and 8 pm to 1 am), and AED 0 off-peak between 1 am and 6 am, with a flat AED 4 across peak and low-peak on Sundays and a separate set of Ramadan timings.

Darb works differently. The UAE Government’s tolls page describes gates on the four bridges into Abu Dhabi city, with AED 4 levied during peak hours of 7 am to 9 am and 5 pm to 7 pm from Saturday to Thursday, no fee off-peak or on Fridays and official holidays, and no windshield tag because vehicles are identified by plate.

Two operational points matter for a mover. First, the guidance is that “if you own a vehicle or vehicles, you must set up and activate your account with ‘Darb’,” so the account is a requirement rather than a convenience. Second, exemption categories are applied automatically only where the vehicle is registered in Abu Dhabi; “owners of vehicles registered in other emirates must log into their accounts to claim exemption.” A Dubai-plated car in Abu Dhabi is visible to the system but not automatically handled by it. Your Car: the Licence Travels, the Traffic File Does Not

A UAE driving licence is a federal document valid in all seven emirates. The traffic file behind it, your vehicle registration and your accumulated fines all sit with the traffic authority of a particular emirate.

The Government’s guidance on vehicle registration states that “a vehicle can be registered in the traffic authority in each emirate of the UAE,” and that registration runs through the service centers, websites and applications of the emirate traffic departments and the Ministry of Interior. It also confirms that to get a licence you “open a traffic file with the respective local traffic authority.” The official portal does not publish a procedure for transferring a traffic file between emirates, and we could not verify one from an official source, so treat this as a question for your new emirate’s traffic authority rather than an assumed formality.

The one thing that is unambiguous is fines: “all traffic fines have to be paid before renewing the driving licence or renewing the vehicle ownership card.” Fines follow the vehicle and the licence, not the address, so an unresolved Dubai fine will surface at your next renewal wherever you are living. Health Insurance: the Obligation Is Federal, the Regulator Is Not

Mandatory health insurance operates in Abu Dhabi and Dubai and extends to private sector workers in Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah, and since 1 January 2025 a policy is a prerequisite for issuing or renewing a residency permit. What differs by emirate is which regulator approves the product and which network it gives you access to.

A policy written to satisfy the Dubai Health Authority’s minimum benefits is not automatically the product Abu Dhabi’s Department of Health expects, and the provider network you actually use will change even if the insurer’s name does not. Raise this with your employer’s HR before the move rather than after, because the correction usually has to happen at policy renewal rather than mid-term. Schools: a Change of Regulator, Not Just a Change of School

Dubai schools are licensed and inspected by KHDA; Abu Dhabi schools by ADEK. Ratings, fee frameworks, refund policies and transfer certificate requirements are set separately by each, so a mid-year move crosses a regulatory boundary as well as a geographic one.

The refund arithmetic is the part with money attached, and it is governed by the regulator of the school you are leaving rather than the one you are joining. Get the withdrawal date and the transfer certificate right before you focus on the new admission, because the refund is calculated from the paperwork date rather than the last day your child attended. The Order to Do It In

Step 1: Serve or confirm the tenancy notice, 90 days out

In Dubai this is the Article 14 deadline and it is the earliest fixed date in the move. Everything else can be compressed; this one cannot.

Step 2: Sign the new lease and get it registered

Register Tawtheeq in Abu Dhabi, or Ejari if you are moving in the other direction. Nothing downstream, utilities, internet or proof of address, can start until the registration exists.

Step 3: Open the new utility account before closing the old one

The ADDC account keys off the Tawtheeq, and the DEWA refund keys off the Ejari cancellation and a final meter reading. Running them in that order avoids a gap in supply and a gap in cash.

Step 4: Open the toll account and check the parking scheme

Activate Darb before your first drive into Abu Dhabi city, and claim any exemption manually if your car is still on a Dubai plate. Check the residential parking permit scheme for the new address separately, because it is not part of the toll account.

Step 5: Move the school and the insurance in the same window

Both have their own regulator and their own timetable, and both are easier to fix before the move than after. Confirm the withdrawal date with the current school in writing and the insurance network with your employer’s HR.

Step 6: Update your address on the federal records last

Once the tenancy registration exists you have the proof of address that ICP, your bank and your employer will ask for. Doing this first, before the lease is registered, simply means doing it twice.

Do I need a new visa if I move from Dubai to Abu Dhabi?

Can I transfer my Ejari to Tawtheeq?

No. They are separate registration systems run by different authorities, Dubai Land Department and ADREC. You cancel the Ejari on the Dubai side and register a new Tawtheeq for the Abu Dhabi tenancy, filed on TAMM.

Does my DEWA deposit transfer to ADDC?

No. They are separate utilities with separate deposits. You reclaim the DEWA deposit after the final meter reading and the Ejari cancellation, and pay a new deposit to open the ADDC account, so plan for both to be outstanding at the same time for a short period.

Is my health insurance still valid if I move emirates?
