Three percentage charges and one flat fee sit on top of the rate: a 7 percent municipality fee, a 10 percent service charge, 5 percent VAT, and a Tourism Dirham of AED 7 to AED 20 per room per night set by the hotel’s official star rating. None of them are optional, and the flat fee is capped at 30 consecutive nights.

This guide does two things most staycation roundups skip. It gives you the real arithmetic, sourced to Dubai’s own legislation, so you can compare an AED 450 four-star against an AED 900 five-star on the number you will actually pay. And it sorts family hotels by the structural features that decide whether a weekend works with children: whether waterpark access is bundled or billed, whether the kids club takes your child’s age, and whether the property is beach, park or city.

What a Dubai hotel night actually costs

Four charges apply, and only one of them is a tax in the ordinary sense.

The percentage charges compound differently depending on how a hotel structures its rate, which is why two properties quoting the same headline number can land a few dirhams apart. As a working rule, add about 22 percent to the quoted room rate, then add the flat Tourism Dirham per night from the table below.

The Tourism Dirham by hotel classification

This is a fixed schedule, not a hotel’s own charge. The amounts sit in Schedule 1 of Executive Council Resolution No. 2 of 2014, which approved the Tourism Dirham fee in Dubai.

Three details residents get wrong. The fee is per room, not per person, so a family of four in one room pays the same AED 20 as a solo traveler in a five-star. It is charged to the main guest whose name is on the reservation, regardless of who booked. And under the the 2020 rules on calculating and collecting it, hotels must show it clearly in their price lists and invoices and must describe it as a fee rather than a tax. If a booking site quotes an all-in price with no Tourism Dirham line, expect it at the desk.

The worked example

Two nights, one room, a four-star beach property quoting AED 500 per night:

  • Room: AED 1,000
  • Service charge at 10 percent: AED 100
  • Municipality fee at 7 percent: AED 70
  • VAT at 5 percent on the taxable amount: roughly AED 59
  • Tourism Dirham at AED 15 per night: AED 30
  • Payable: around AED 1,259, or about 26 percent over the quoted rate

The same two nights at a five-star quoting AED 800 lands nearer AED 2,000. That gap, not the star count, is what should drive the decision when the children will spend the entire stay in a pool.

An honest limitation: bundled waterpark access, kids club age floors and all-inclusive availability all change by season and by rate plan. Two properties in this list have altered their park-access terms in recent years. Confirm what is included on the specific rate you are booking rather than on the property in general.

The five questions that decide a family staycation

Star rating tells you about marble and staffing ratios. It tells you almost nothing about whether a weekend with a three-year-old will work.

  1. Is waterpark or park access included in this rate, or sold separately? This is the single largest swing in total cost. A family of four buying four separate park tickets can pay more than the room.
  2. What is the kids club minimum age, and is it staffed or supervised? Most Dubai kids clubs start at 4, some at 2. Below the floor, a parent stays in the room.
  3. Connecting rooms or a suite? Connecting rooms are usually cheaper than a suite for the same headcount but cannot be guaranteed at booking at most properties. Ask for it in writing.
  4. Is the beach private and shaded? Between May and September, an unshaded beach is unusable from mid-morning. A hotel with covered pool areas beats a hotel with a better beach.
  5. What is the child policy on breakfast and beds? “Kids stay free” often means sharing an existing bed with no extra breakfast cover. The extra-bed and child-breakfast charges are where a AED 600 rate becomes AED 800.

Hotel or licensed holiday home?

For four or more people, a holiday home is often cheaper per head than two hotel rooms, and it carries a lower Tourism Dirham at AED 10 or AED 15 per night depending on grade. The catch is legality. Short-term rental units in Dubai must hold a permit from the Department of Economy and Tourism, and permitted listings must display the permit number. Whole units only: letting individual rooms or bed spaces is not permitted.

Before booking a short-let, check that the listing displays a DET holiday home permit number and that the host is the permit holder. An unpermitted unit can be suspended while you are in it, and you have no consumer route back to a regulator that never licensed the operator. What the star rating on a Dubai hotel actually means

Dubai’s classification is issued by the Department of Economy and Tourism, which was established under Dubai Law No. 20 of 2021. Properties are assessed against licensing, operating and enhancing standards, and inspections are regular and frequently unannounced. Failure on licensing standards can force a downgrade or closure. The classification also covers categories beyond hotels: resorts, guest houses, hostels, self-catering and timeshare.

Two practical consequences. First, Dubai’s floor is high, so a Dubai three-star is typically better equipped than a three-star in many European markets. Second, the rating is what sets your Tourism Dirham, so a hotel’s classification has a direct and predictable effect on your bill.

Timing: the season decides the price, not the deal

Staycation rates in Dubai roughly halve between the winter peak and the July to August trough. Waterparks, pools and kids clubs run year round, so the summer discount is real value if the family is happy indoors between about 11am and 4pm. What actually happens at check-in

Expect a pre-authorization hold on your card, commonly AED 500 to AED 1,000 per stay, released a few days after checkout. Emirates ID or passport is taken for every adult guest. If you booked a rate with park access, the wristbands or vouchers are issued at check-in and are usually valid for the stay rather than per day, which matters if you arrive late on day one.

Beyond Dubai: what changes in other emirates

The fee structure is emirate-specific, not federal. Abu Dhabi applies a percentage tourism fee alongside a municipality fee on the bill and removed its flat per-room municipality charge in a 2023 reduction, while Ras Al Khaimah applies a flat per-room tourism fee. Rates and the exact combination change, and we could not verify the current Abu Dhabi and Ras Al Khaimah numbers against a primary legal text, so confirm with the relevant emirate’s tourism authority before assuming Dubai’s arithmetic transfers.

Ras Al Khaimah and Fujairah tend to be materially cheaper per night than Dubai for a comparable beach resort, at the cost of a drive. Practical points residents forget
