A Japan tourist visa from Dubai now costs AED 365 for a single entry, up from AED 75 before 1 July 2026, after Japan raised its visa fees worldwide. Emirati citizens with an ePassport do not need a visa for stays of up to 90 days. Most other UAE residents apply through VFS Global at Wafi Mall, and Abu Dhabi residence visa holders apply under the Embassy of Japan in Abu Dhabi instead of the Dubai consulate.
This guide covers who needs a visa, where to apply by emirate, the new 2026 fees, the documents the Dubai consulate asks for, processing times, and the mistakes that most often slow an application down.
Key Takeaways
- UAE citizens with an ICAO-compliant ePassport can visit Japan for up to 90 days without a visa.
- Most other nationalities living in the UAE need a visa, applied for in person through VFS Global.
- Dubai and Northern Emirates residents fall under the Consulate-General in Dubai. Abu Dhabi and Al Ain residents fall under the Embassy in Abu Dhabi.
- From 1 July 2026, the Dubai consulate charges AED 365 for a single-entry visa and AED 730 for a multiple-entry visa. Indian nationals pay AED 20.
- No visa fee is charged if the visa is not issued, but VFS charges its own handling fee.
- Processing takes at least 1 week. The consulate’s guidance says it cannot accept an application if your flight is within 2 weeks.
Do You Need a Visa for Japan?
It depends on your passport. Japan’s Ministry of Foreign Affairs lists 74 countries and regions with visa exemption for short stays. A UAE residence visa does not add you to that list.
| Passport | Short visit to Japan |
|---|---|
| UAE (ICAO-compliant ePassport) | No visa, up to 90 days |
| Qatar | No visa, up to 30 days, subject to MOFA’s conditions |
| UK, US, Canada, Australia, New Zealand, most of Europe, Israel, Türkiye | No visa, up to 90 days |
| India, Pakistan, Philippines, Egypt, Bangladesh, Sri Lanka, Nepal, Nigeria, Jordan, Lebanon, China, Saudi Arabia and other non-listed passports | Visa required before travel |
For UAE citizens, MOFA says the exemption has applied since 1 November 2022, only for holders of ICAO-compliant ePassports. Anyone with an older passport must get a visa or risk being refused entry.
The Dubai consulate adds that holders of a UAE passport without any reference to nationality follow separate visa requirements.
No online visa for UAE residents yet
Japan’s eVISA for single-entry tourism is open only to people living in Australia, Brazil, Cambodia, Canada, Saudi Arabia, South Africa, Taiwan, the UK and the US. The UAE is not on that list, so UAE residents still submit a paper application.
Where to Apply: Dubai or Abu Dhabi
Japan splits the UAE by emirate of residence. The Consulate-General in Dubai covers residents of Dubai, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah. Residents of Abu Dhabi, including Al Ain, must apply under the Embassy of Japan in Abu Dhabi.
Since 1 August 2024, the Dubai consulate no longer accepts applications directly. All ordinary visa applications go through VFS Global:
- Address: Wafi Mall, First Floor, Phase 5, Umm Hurair 2, Dubai
- Phone: 04 205 5627, 9 a.m. to 5 p.m., Monday to Friday
- Email for Dubai and Northern Emirates residents: [email protected]
- Email for Abu Dhabi and Al Ain residents: [email protected]
For general visa questions, the consulate runs a Japan Visa Information Hotline on 800 032 1271, available 24 hours a day in English. Applications cannot be submitted by email.
Japan Visa Fees from 1 July 2026
Japan amended its Cabinet Order on consular fees, and the new rates apply to applications accepted on or after 1 July 2026. MOFA says the fee is now about 15,000 yen for a single-entry visa and about 30,000 yen for a multiple-entry visa, paid in local currency.
The Consulate-General in Dubai publishes the dirham amounts:
| Visa | Applicant | From 1 April 2026 | From 1 July 2026 |
|---|---|---|---|
| Single entry | General | AED 75 | AED 365 |
| Single entry | Indian nationals | AED 20 | AED 20 |
| Multiple entry | General | AED 145 | AED 730 |
| Multiple entry | Indian nationals | AED 20 | AED 20 |

Two rules soften the increase. MOFA says no visa fee is charged if a visa is not issued. And the consulate says fees are paid in cash on collection day. The VFS handling fee is separate and is charged in addition.
Documents for a Japan Tourist Visa
The Dubai consulate’s general points for short-term visa applications by other nationalities list the basic documents for tourism:
- Original passport with more than 2 blank pages, plus a copy.
- Visa application form with your original signature.
- One photo, taken within 6 months on a white background, glued (not stapled) to the form.
- Flight booking showing entry and departure dates.
- Itinerary in Japan on the consulate’s form, with daily activities and accommodation.
- Copy of your UAE residence visa or Emirates ID.
- Original employment certificate addressed to the Consul-General of Japan in Dubai, stating your position and monthly salary, with an original company seal or signature.
- Bank statement for the last 3 months, showing account name, daily transactions and balance. Online statements are accepted.
Russian, CIS, Ukrainian and Georgian nationals submit two forms and two photos.
Validity rules that catch applicants
- Your passport and Emirates ID must each have more than 6 months of validity when you apply.
- Supporting documents must be issued within the last 3 months.
- Your UAE residence visa must still be valid when you return from Japan. The consulate lists this among its criteria for issuing a visa.
- An electronically generated salary certificate must say “Electronically generated” and still carry an original seal or signature.
Business owners, free zone investors and family members
If your residence visa shows you as an owner, partner or investor, the consulate asks for a company letter instead of a standard employment certificate. Owners sponsored by a free zone also need a salary or incumbency certificate from the free zone authority.
Spouses, students and others without employment status submit extra documents from their sponsor:
- The sponsor’s employment or salary certificate.
- The sponsor’s 3-month bank statement and a letter of guarantee, if the sponsor pays for the trip.
- A no-objection letter for travel.
- Copies of the sponsor’s passport and residence visa.
- A marriage or birth certificate proving the relationship.
How Long It Takes and How Long the Visa Lasts
The Dubai consulate’s guidance gives a minimum processing time of 1 week and says it is unable to accept applications if your flight is within 2 weeks of the application date. MOFA notes that cases referred to Tokyo can take longer.
A single-entry visa is valid for 3 months, and it cannot be extended. Your days of stay are counted from the day after you arrive. Multiple-entry visas, valid for 1 to 5 years, are issued to some business travelers and certain nationalities. The consulate may issue a single-entry visa even if you ask for multiple.
Indian nationals have a separate multiple-entry route with its own requirements on the consulate’s site.
Common Mistakes
- Applying in the wrong emirate. An Abu Dhabi-issued residence visa means you apply under the Abu Dhabi embassy, even if you live in Dubai. Our guide to Abu Dhabi versus Dubai residence visas explains how to check which emirate issued yours.
- Booking flights too close. With a 2-week cut-off and at least a week of processing, leave a month or more.
- A residence visa that expires during the trip. Renew it first, or the consulate can refuse the visa.
- Stapling the photo. The consulate specifically asks for it to be glued.
- Expecting a reason after a refusal. The consulate says it cannot give the specific reason for a rejection.

Fees, jurisdiction and requirements checked on the Japanese consulate’s and MOFA’s websites in October 2026. The document checklist is dated May 2024, before VFS took over submissions, so VFS’s current checklist may differ slightly. The VFS handling fee and the Embassy in Abu Dhabi’s dirham fees were not checked.
