There is no single proof-of-address document in the UAE, because there is no national resident address register and the Emirates ID card does not display a residential address. In practice the accepted evidence is a registered tenancy, meaning an Ejari certificate in Dubai or a Tawtheeq contract in Abu Dhabi, backed by a utility account or a bank statement in your name at the same address. Why the UAE Has No Single Proof of Address
Three structural facts explain the gap, and knowing them shortens most arguments with a compliance officer.
First, mail is not delivered to homes across most of the country in the way that anchors proof of address elsewhere. Post has historically gone to post office boxes held by companies and individuals, which is why a “letter addressed to you at home, dated within three months” is a test many UAE residents cannot pass even when everything about their tenancy is in order.
Second, the physical address is not held in a resident register. It sits inside the tenancy registration system of the emirate where you live, in the utility account attached to the premises, and in the geographic locator that Dubai Municipality assigns to building entrances, known as a Makani number. None of these is a personal identity record.
Third, the Emirates ID card does not show where you live. The UAE Government portal describes the card’s components as a smart card, a public key infrastructure for digital signature and authentication, and a fingerprint biometric, with a permanent 15-digit identity number. The residential address is not among the printed fields, so handing over an Emirates ID copy does not answer the question being asked.
What Banks Are Legally Required to Collect
Why does my bank keep asking for proof of address?
Because the law requires it. Article 9(1)(a) of Cabinet Resolution No. 134 of 2025 requires financial institutions, designated non-financial businesses and professions and virtual asset service providers to verify a natural person customer’s identity using original documents, data or information obtained from a reliable and independent source, obtaining the name as stated in the identity card or travel document, the nationality, the address, the date and place of birth and, where applicable, the name and address of the employer.
Check which instrument anyone quotes at you. Cabinet Resolution No. 134 of 2025 was issued on 29 October 2025 under Federal Decree-Law No. 10 of 2025, and Article 70 expressly repealed Cabinet Decision No. 10 of 2019, the regulation most published guidance still cites. The requirement to verify an address survived the change unaltered, but the citation did not.
The address is a named data point in the statute, not a bank preference. That also explains two behaviors residents often read as obstruction: the bank cannot accept your own statement of where you live without a supporting document, and it must refresh the information periodically rather than relying on what you gave it years ago.
The same regulation carries a rule that catches people sending money abroad. Under Article 28(1), international wire transfers of AED 3,500 or more must carry verified originator data, and one of the accepted identifiers is the originator’s address. The bank may instead use the identity or travel document number, the date and place of birth, or a customer identification number pointing to a record holding those details, so the address is an option rather than a requirement here. In practice it is the field most banks populate, which is why a stale address on file surfaces as a query on an outbound transfer.

Dubai: Ejari Is the Anchor
Article 4 of Dubai Law No. 26 of 2007 requires that all lease contracts subject to the law, and any amendments to them, be registered with the Real Estate Regulatory Agency. It then adds the provision that gives Ejari its weight: judicial authorities and government departments, authorities and corporations may not consider any dispute or claim, or otherwise take any action, relating to a lease contract unless that contract is registered with RERA.

What if my Ejari has expired?
An Ejari certificate carries the lease term, and a certificate whose term has ended reads as historic evidence rather than current. Renew the tenancy and re-register before a bank review falls due, and keep the renewal in the same annual cycle as your other documents. Abu Dhabi: Tawtheeq, and the Four-Year Line
Abu Dhabi runs the equivalent system under the Abu Dhabi Real Estate Centre. Its registration regulations, made under Law No. 3 of 2005 on real estate registration, require leases exceeding four years to be registered in the real estate register, with leases of four years or less able to be noted rather than mandatorily registered. Day-to-day residential tenancies are handled through Tawtheeq, which produces the contract document institutions ask for.
The distinction matters if you move between emirates or sponsor family across an emirate boundary, because the two systems are not interchangeable in the eyes of the immigration authorities. The Obligation Most Residents Do Not Know About
Keeping your address current is not optional. An Emirates ID card holder must report any change in personal details to the Federal Authority for Identity, Citizenship, Customs and Ports Security within one month of the change, and the government portal specifically directs residents to update their phone number and address with ICP.
Two reasons to actually do it, beyond compliance. Official notifications about your file go to the contact details ICP holds, and a mismatch between the address a bank has verified and the address on your government record is the kind of discrepancy that turns a routine review into a query. When you move, treat the ICP update as part of the same task list as the new Ejari and the DEWA move-in and move-out process.
When the Tenancy Is Not in Your Name
This is the situation the standard document list does not cover, and it is common: sharing, living with family, company-provided accommodation, or staying in a hotel apartment.
- Living with a spouse or family sponsor. Provide the sponsor’s registered tenancy or title deed together with proof of the relationship, typically the residence visa showing them as sponsor. Most banks accept the pairing because the visa already links you to that household.
- Sharing with a lead tenant. Ask for a signed no-objection letter from the tenant named on the Ejari, attached to a copy of that Ejari, plus something in your own name at the address if you can get it, such as a home internet account.
- Employer-provided accommodation. A letter from the employer on letterhead confirming the address it houses you at, ideally referencing the employer’s own lease. This is the one case where an employer letter is genuinely strong evidence rather than a fallback.
- Hotel apartments and short lets. These generally cannot be registered as a tenancy, so there is no Ejari. Expect to be asked for something else entirely, and plan the bank onboarding for after you sign a standard lease rather than before.
- Property owners who live elsewhere. A title deed proves ownership, not residence. If you own one unit and live in another, produce the tenancy for where you actually live.
Can I use a PO Box as my address?
For correspondence, yes, and many UAE institutions still hold one. For identity verification under the anti-money laundering rules, it does not answer the question, because a box number does not establish where a natural person resides. Give the residential address as the address and the PO Box as the mailing address if the form allows both.
Proving a UAE Address to a Foreign Institution
Overseas banks, brokers and tax authorities often reject UAE documents on sight because they do not recognize the format. Three things make the difference.
Send the Ejari or Tawtheeq certificate rather than the raw tenancy contract, because it is the government-issued document and carries a reference number the institution can see is official. Pair it with a utility bill, since a document naming both a registered lease and a metered account at the same unit is much harder to argue with than either alone.
