Check whether your work is a regulated media activity
The legal definition is broader than people expect
Federal Decree-Law No. 55 of 2023 regulates media in the UAE, and its scope provision applies the law to all persons, media establishments and institutions, media outlets, and media free zones that practice media activities within the State. The law distinguishes two instruments. A Licence is issued for a Media Institution to practice any media activities. A Permit is issued to an establishment or a natural person to practice a specific media activity during a specific period. Deciding which one your work needs is the first step, and it is separate from the trade license the free zone will sell you.

Choose the media free zone
Sector fit matters more than headline price
The media zones are built around different sectors and different budgets. Some are oriented to broadcast and production with studios and facilities on site. Others are low-cost homes for solo creatives, agencies, and publishers. The law recognises media free zones as a category, defining a Media Free Zone as the existing economic zone in any Emirate of the State established as a media free zone in accordance with the legislation in force, so the zone you choose is operating inside the national framework rather than beside it.

You reserve a name, register the entity, and apply for the media activity. Under the media law the competent authority issues licenses or permits to practice media activities in free zones subject to stated controls: the applicant must satisfy the conditions for practicing media activities and the media content standards set by the law and its executive regulation and any other legislation in force, and the set fees must be paid. Media zones commonly review portfolios or CVs for creative activities, in the same way other zones review qualifications for consultancy.

The company obtains an establishment card and then sponsors residence visas, each running through entry permit, medical fitness test, Emirates ID biometrics, and the visa itself. Solo creatives who are already resident on a spouse or employer visa can often take the license or permit alone and skip this step entirely, which is the single biggest cost saving available on this route.

Work within the zone's borders, meet content standards, and register for tax
This is the condition almost no setup guide mentions
The media law is explicit about geography. The licensed or authorized media activity must be practiced within the specified geographical borders of the free zone, and where media activity is practiced outside those borders, the laws and regulations in force in the country apply to it. Licensees must also stick to the media activities specified in the license or permit. In practice that means a location shoot outside the zone sits under national rules rather than the zone's, and filming permits are a separate matter. Separately, register for corporate tax, and note that media and creative services are not on the Qualifying Activities list, so the 0% free zone rate does not apply to that income.

On Location Outside The Zone: Media activity practiced outside the zone's geographical borders falls under national laws and regulations, and location filming typically needs its own permit from the emirate's film authority.
Remote Or Online: Publishing online does not remove you from the law's scope, which covers digital media and applies within the State.
