When You Need to Add an Activity
You need a license amendment whenever you start earning revenue from work that is not on your current activity list, invoice for it, or advertise it. The test is what you sell, not what your team is capable of doing.
The Commercial Register records the activity explicitly. Cabinet Resolution No. 107 of 2022 requires the Register to contain the “No. and name of the economic activity” alongside the license number, license type, and legal form, which is why the activity is a registered attribute rather than a description.
Three situations that do not require an addition are worth separating out, because they generate unnecessary amendments:
- Work incidental to a licensed activity. A consultancy producing a report is not publishing.
- A new client sector within the same activity. Serving healthcare clients under a management consultancy license is still management consultancy.
- An internal function. Building software for your own operations is not a software development activity.
Where the activity genuinely changes, the amendment protects more than compliance. Banks check activity lists against transaction patterns, insurers check them against claims, and counterparties check them before signing. An invoice for work outside your license is the kind of mismatch that surfaces during a bank review of your corporate account.
The Rule That Decides How Hard This Will Be
Whether adding an activity is a routine amendment or a restructuring depends on whether the new activity sits inside your existing license type. Cabinet Resolution No. 107 of 2022 records the license type in the Commercial Register and names the categories: commercial, industrial, professional, craft, and other licenses.

The commercial-to-professional boundary is the one that catches service businesses. The economic department issues the license, but for regulated activities it will not do so until the sector regulator has signed off. The approval, not the amendment, is what determines how long this takes.

The sequencing matters more than the list. How to Add an Activity to a Dubai Trade License
- Identify the exact activity code, not the description. Activities are listed by number and name, and the code determines the license type, the approvals, and the premises conditions. Picking a neighboring code with a friendlier approval path is a common shortcut that fails at inspection.
- Check compatibility with your current license. Confirm the activity sits within your license type and legal form, and check whether your license already holds the maximum number of activities.
- Obtain initial approval and any external approval. Regulated activities need the sector regulator’s clearance first. This is the step that sets the calendar.

Figures circulating online start at a few hundred dirhams for a simple addition, but they exclude external approval fees, which are often the larger number. What the Amendment Changes Downstream
The updated license is the start of the work, not the end. Three records move with it, and each has its own authority and its own fee.
The immigration establishment card. ICP’s amendment service lists preliminary approval as a required document specifically for adding a partner or changing an activity, at an application fee of AED 200. Your tax position. For a free zone company this is the consequential one. Free Zone Companies Have an Extra Constraint
Free zone authorities run their own activity lists and their own amendment process, generally faster and cheaper than the mainland route. The constraint is not the amendment, it is what the activity lets you do.
A free zone company cannot sell directly into the UAE mainland market. Adding a trading or retail activity to a free zone license does not remove that restriction: mainland sales still run through a licensed distributor or a mainland branch, and imports into the mainland attract customs duty. Where the mainland is genuinely the target market, the alternatives are a mainland branch, a separate mainland license, or converting the company, and each has different visa and tax consequences.
If the Addition Is Refused
Federal Decree-Law No. 37 of 2021 gives an interested party 15 days from notification to lodge a reasoned grievance against a decision rejecting the annotation of a modification, and the grievance must be decided within 30 days of submission. Article 17 of the same law requires a rejection decision to be reasoned, so the refusal should tell you what failed.
Most refusals are structural rather than discretionary: the activity belongs to a different license type, the premises do not suit it, the external approval was not obtained, or the legal form does not permit it. Those are fixed by changing the application, not by appealing it. The grievance route is worth using where the refusal contradicts the authority’s own published activity list or where the amendment is time-critical.
Cabinet Resolution No. 107 of 2022 also gives the competent authority power to annotate the Register on its own initiative within three working days in defined cases, including where a government decision changes the establishment’s data. A change to your license imposed from outside can therefore appear in the Register without you filing anything.
Removing an Activity
Activities can be removed as well as added, and there is a reason to do it. Every activity on the license carries its regulatory exposure, its inspection surface, and in some cases its fee, whether or not you trade in it. Companies that accumulated activities during setup, on the theory that more optionality is better, end up paying for approvals and inspections they never use.
