Your company cannot sponsor anyone until it holds an active license and an establishment card. The establishment card is the electronic record that connects the business to the UAE immigration system, and without it no entry permit, residence visa, or Emirates ID can be issued to anybody, including you.

The constraint that surprises people is not the card. It is the quota, which is set by the premises you took at the previous stage rather than by how many people you want to hire.

The Order, and Why It Cannot Be Rearranged

License first. Then the establishment card, because it can only be applied for once the license exists. Then, per person, an entry permit, a medical fitness test, Emirates ID biometrics, and finally the residence visa itself.

DMCC states the general position for free zone companies plainly: companies with an active license and establishment card are entitled to apply for a new employee residence visa, the entry permit is valid for 60 days and cannot be renewed, the Emirates ID application must match the residence visa validity, and standard processing runs to 20 working days or less.

That 60-day, non-renewable entry permit is the deadline that catches people. Once it is issued the clock runs, and letting it lapse means starting that person’s application again.

Quota Is Set by Space, Not by Ambition

Your visa allocation follows the premises. A flexi-desk supports a low single-digit number. An office raises the ceiling roughly in line with floor area. A warehouse or industrial facility supports the largest headcounts.

On the mainland the allocation sits with the Ministry of Human Resources and Emiratisation rather than with a published formula, and the widely repeated rule that office area is simply divided by nine square meters does not appear in any ministry resolution we could locate. Free zones set their own allocations by facility type.

You May Not Need a Visa at All

This is worth checking before you pay for a package. If you are already resident in the UAE on a spouse’s or an employer’s visa, your company does not have to sponsor you. The license or permit is what makes your invoicing lawful; the visa is a separate instrument governing your right to live here.

Skipping the visa layer is the single biggest cost saving available on most setup routes, and setup agents rarely raise it because the visa package is where their margin sits.

Once Sponsored, the 180-Day Rule Applies

A UAE residence visa is automatically invalidated after 180 consecutive days outside the country, regardless of the expiry date printed on it. The counter resets on every entry, including a single-day visit. This applies to company owners exactly as it applies to employees.

How many visas can I get on a flexi-desk?

Do I need a visa to own a UAE company?
